I regularly use PlastX, a cleaner/polisher from Meguiar's. Funny thing it used to come with a boat pic on the bottle, orignally sold to restore clarity to plastic boat panels. Now someone got the right idea and suggested "hey, let's sell it for headlights, too."

$8 a bottle full price, it works great. Takes a few applications if your lights are already cloudy, but if you use it once and awhile I find my plastic lenses stay nice and clear, despite being out in the elements 24x7 all year long.
