Default fuel issues w/cummins

I have a 1990 ram with a cummins and I had to replace the tappet cover gasket. Really, remove most of the fuel system, who designs this stuff?? Anyway, the good news is the rocker cover doesn't leak anymore, the bad news is all I get is a rough idle, anything off idle and the motor slowly dies. I have primed the heck out of the thing, checked and rechecked for leaks but it just won't improve. I'm at wits end. Anyone have an idea they can throw my way?
