It could be a slightly clogged heater core, its fairly easy to unclog it. It could also be the vacuum actuate flap that controls the temp from the heater core. You can use that radiator flush they sell at the auto parts store to clear up the heater core or stick a flexible rod through the core. Flush it out with water afterwards.
