Default New Brush Guard

I got a new push bar for my truck, and it has the two brackets that connect on the top of the bumper, and then the bottom has two flat pieces of metal on each side that go in between the bottom of the bumper and the air dam. And they press up against the frame underneath, but there are no holes to bolt it on. what would the best way to do this be? maybe drill holes in the frame?

I think the part I'm talking is called a punch plate?
