Default Tar Paper Under Windshield Cowl?

The dealer replaced my windshield today due to a scratch that was present when I bought the truck. The cowl had to be removed to get access to cut away the old urethane sealant and I noticed something weird. There was a piece of tar paper covering what I think may be one of the air inlets for the blower motor on the passenger side. This area was not covered on the driver’s side. I always thought my truck did not blow as hard as it should, and this makes me wonder if this was supposed to be removed? Does anybody else have this? Sorry the picture sucks but the lighting was horrible.

I can't speak for the way the RAM is designed, but my old GMC had a foil face tar type seal over the passenger side air box. It is to seal out water from getting onto the blower motor. The fresh air intake was on the driver's side and is channeled across to the passenger side under the cowl and came in on the side of the air box that had the seal on top of it.

That makes sense, it's probably cheaper to make the stamp uniform with holes on both sides.
