Question 3500 Van Frame rust issues- Advice?

Just bought a Ram 3500 Van, took it to get inspected and it failed because the frame is in very bad shape rustwise. Not sure which way to go with the van- Would it make sense to try to swap for another frame? repair the frame as-is now...? I've done a small amount of welding in the past. What's involved, and what really makes sense? I don't need to actually drive the vehicle for another 6 months. Let me know what you think.

Is it rusted through, or just rusty? If its rusted through in spots, try welding some plates into the frame...if its just rusty, get a few cans of rubberized undercoating and spray it down and have it reinspected...
