Default Fender Flares to hide rust

I have a 1996 Ram 1500 with what sounds like "typical" rust spots above the rear wheel wells. Will fender flares cover up the rust spots? Is it recommended to just cover up the rust or is there something other than replacing the entire bed? Vehicle has 220k miles on it and I don't want to dump a bunch of money into it.

Before you put flares on remove any loose rust then spray it with a rust converter.Then a little undercoating.I"m in the process of touching up my undercarriage and that seems to be working.
