Default Daytime running lights

My 2013 Ram 1500 laramie has the LED lighting. I know in Canada DRLs are a requirement but not here. Is there separate systems for Canada or is it just a matter of turning them on with a scan tool? My dealer claims they cant be turned on. I checked settings in the Uconnect but its not a choice. Does anyone know? I'd like to have them if possible. Also I'd like to convert my halogen headlights to the Xenon HID does anyone know a good conversion kit that is available for the H11 lights?
Thanks

DTR's can be activated by your dealer. Some US dealers have issues finding it as it's done with a scan tool.
Have a read through the lighting sub forum...tons of info on HID's. The link to my HID install is in my sig.

Your dealership has to do it, luckily since you're in the states they can turn it on or off, unlike up here where most refuse to do so.

I wish mine had DRLs. My dealer said if it didn't come with them turned on from the factory then there was nothing they could do. Can't they enable them and have the low or high beams come on at 50%? What do they do in Canada for people who don't have the LEDs in their headlights?

I'm looking at aftermarket now so I don't have to deal with the service department again.

On the 2013s the LED park lights come on for the DLR my dealer claimed the same thing that they cant turn them on. Does anyone knows the procedure using the scan tool to tell the service people?
