Default ac and heat only blow when im on the throttle

i have a huge problem i got the 2003 dodge ram slt 4.7 and my heat and ac dont change where i want it to blow and also if its cold out and i turn the heat on it blows cold air till i start moving and then it gets warm but as soon as i stop it blows like outside air. same for the ac if im on the highway driving it blows cold but as soon as i stop at a light or parking lot it starts blowing hot air like outside temp maybe hotter im not sure what is going on winter is coming and i dont wanna feeze my balls off.... help me

I had the same problem on my 2003, the motor went out on the fan that cools the radiator for the a/c & heat. When parked; pop the hood, turn on your a/c and check under the hood to see if the fan is turning (it should be the fan that's next to the driver sides head lamp). My fan motor when out because the connections were installed facing up (factory) why it wasn't designed facing down is beyond me, water had gotten inside and fouled out the connection. If this is the case it needs to get fixed soon will cause other problems.

On you condenser, there is a fan that looks roughly like this: http://www.amazon.com/Dorman-620-035.../dp/B001CA8W6Q
Make sure it's moving when the a/c is on. If it's not, make sure to check the fuses before you consider replacing the fan. That's the most likely culprit for the a/c problem.
As far as heat, the problem usually comes from low coolant or air in the coolant line, stuck open thermostat, or at the very worst, a weak water pump. Does your truck come up to temp normally, and hold temp properly? No overheating?

Ok the fan does not move when I turn the ac on still gotta check the fuses but thank you guys for putting me in the right direction.. what about my control it blows in my face and thats it I can't change it i assume its a blend door or something but how much of a pain in the ass is that

There's a LOT of screws, panels, and wiring plugs to get apart. It's not difficult, but tedious and time consuming. I suggest checking out this video, it shows how to get all the panels off and where the doors are in the vent system.
