Default Putting 3M rock guard over rust?

So the original owner of my 2010 Ram 1500 put on the moulded mud flaps. Needless to say, not only under them is it scratched, but also on the bottom of the back bumper were the back tires threw rocks since they are so short. So i am looking at putting some 3M rock guard on (the clear plastic sheets), to prevent further damage. Does anybody have an experience with this stuff? If this gets installed over a rust spot will the rust spread any faster than normal? Will it stick to the rust?

many members are using POR 15 on surface rust

many people have said that those molded flaps rub the paint off, they have also mentioned some 3M film
