Default HID Flicker

I recently installed halo projectors with pre-installed H11 6000k HIDs. After doing so, only the HIDs flickered when activated. Since Dodge's computers are weird, I ordered a completely new wiring harness for my setup, with built in capacitance and resistance. After doing this, they still flickered! I also hear a "humming buzz" from the inside of my truck when I activate the HIDs. Personally I think it is the ballasts. Anyone have any helpful information? Thanks!

Soumds like the capacitors aren't big enough. I soldered my own capacitors in that I bought from radio shack. with them being on the bulb side, all my flickering and buzzing noises stopped
