Default how do i set the fuel sync on my 5.9

I know from what ive read that its turning the dist. but how do I know where to set it?
im getting the p1391 code and I have changed every sensor on the truck and the computer is new. ive changed the pick up in the dist and the crank sensor 2 times each and I still get the code and it runs like the timing is off.

Ive read a couple posts where people had the same issue and it ended up being the fuel sync, but they don't explain how to set it.

You will need something like a Snap-on scanner. I had a MT-5100 if I remember correctly and a K13A key and it will show a range of +20 down to -20. I found my Dak R/T ran best at zero. A friend of mine said his ran best at +4. You will need to loosen the hold down bolt for the distributor and rotate very slightly. A 1/8" is a big move. When you get it where you want ti, just tighten the hold down bolt down and go drive it like you stole. I mean that....run it up and down the gears various rpms to check for any issues.
