Default Brake question

Whatever I step on my brakes, the first step is not very effective. It will slow the vehicle and even stop it, but it almost feels like there's a grinding sensation going on. It's not worn pads, or scored rotors. If I step on the brakes a second time, I have greatly increased breaking capacity and the vehicle stops very very well. Is anybody else experienced this issue?

Nope but I have lubricated the sliders on the callipers. A couple of mine were sticking so that might explain what's going on.
