My AC is not working. Checked fuses and relays they are ok. Clutch can be turned by hand. If the charge is low will that stop the clutch from engaging? Checked the two wire connector that goes to the compressor and there is NO 14v when the switch is turned on?

You are correct, the clutch will NOT engage if the "low pressure sensor" says the system is low on charge. You will not get the 12v+ to the clutch if the sensor is not happy with the pressure. You can test the a/c clutch BRIEFLY, by jumping the corresponding #30, and #87 female sockets under the a/c relay. The teminal #"s are usually printed on the bottom of the relay.
