Forgive me if I misunderstood, but it seems that the article is essentially saying that an anonymous source told them that VW and Fiat held merger talks that both VW and Fiat deny. Why is this even an article? It seems there is no real substantiation of the claim.

Especially where VW is involved. And a couple articles in the sportscar world seem to indicate it was fairly serious talks regarding VW investing in, not buying, Fiat for small to mid-sized car platform and engineering development more than VW buying another brand. The sportscar guys reacting to Porsche, Audi, Ferrari, Maserati, Bentley, Lancia, Skoda (rally cars) all under the same roof was almost hilarious in their concerned panic.

I believe that VW & Chrysler have been in bed so to speak for quite some time
For instance both have used the same radios & engines since at least 2009

That was a straight product line buy from VW, they just used the Grand Caravan with some cosmetic changes. It was built on the same line and VW contributed little to the project. Well other than their disgust at both the sales and quality of the finished product, I think the last or second to last year it didn't even break a 1000 units sold. The quality was NOT up to VW standards but they charged 5-7k more for it.

my wife bought a dodge 2000 convertible back in 1988
it was fuel injected and turboed with a louvered hood.
when the valve cover gasket started leaking I fixed it and when I wiped the oil off the head to prepare the new gasket,there was a Volkswagen stamp on the head.
even back in 1988 dodge/Chrysler were using Volkswagen engines.

You sure it wasn't a mitsubishi logo?
That would make more sense. The VW engines also had the Audi rings cast into them.
