I found the same thing under the fender flairs of my '92 a couple of years ago. Man, that stuff spread like wild fire, a year later it was beyond repair. Sorry, not trying to be a downer.
My '99 has a lot of surface rust along the bottom, where the sheet metal is spot welded. I ordered a kit from PaintScratch.com, includes cleaner, primer, paint, and clear coat. But I think I'm going to try the POR-15 first. I have some off brand from Advance Auto, Rust Buster or something, doesn't look too promising. I also have to wait for the right weather conditions; under 50% humidity, etc.

Where is this salt mine that we are right on top of? I've lived here all my life and haven't heard of any huge salt mine. I don't know what you would consider "excessive", but if we get more than an inch of snow they put salt down, doesn't seem too excessive to me.

we dont see salt until a threat of a huge ice storm and below freezing for a week.

We don't see enough salt, or we have horrible plowers.. they drop a ton of sand mix that almost seems worthless....
