Default Heat always on

Alright guys here's one. My heater is on all the time. I checked the controls and they all "seem" to work, the blower works like it should, but even with everything turned off (fan, etc.) it gets hot enough that I have to open the windows.
It's not a problem so much now that the bottom has fallen out of the thermometer here in Ohio, but even on 30 degree days it's too hot.
Anyone out there experience the same thing and what's the fix?

The last vehicle that I had that had an off on the heater control was a1978 Bronco,no AC. I had the same confusion and frustration with my 92 chev 4x4. I think it has to do with AC wether you have it or not. If it is on high always you may have a control rod disconected on heater core that bypasses the coolant as needed. This is generaly located up and under the jockey box. If the heater control has no resistance, I would look there
