if it cycles a lot...that usually points to low freon. Maybe when your spinning higher rpms its spinning fast enough to cool.

Try sitting still and holding the RPMs at like 2500, and see if it gets cold. If not, well...the fan may be the culprit.

sure enough i checked it this morning and when clutch start cycling, the fan never came on.

Mine is doing the same thing. But it is the same for the warm heater also. Only sames to be doing what it is suppose to is when I'm moving.

Condensor fan is easy to replace. Buy the whole unit with shroud from ebay for about $75. You will have to cut the shroud in order not the evacuate the system...did it on my 03....99% chance it is the condensor fan motor gone bad. See this thread:
