If you check the New Jersey State Office of Weights and Measures you will see that they require the fuels to meet a minimum posted octane, which is what is on the label on the pump. It doesn't read average octane, it reads minimum octane. Next time you are at the station and someone is filling up your car, get out and examine the certs on the pump.
