What do you use to paint the lower bumber assemby bright blue like in this pic?

If you want to do this yourself, get a local auto shop to mix you up a couple of spray cans of color matched paint (Napa has done this for me in the past). Remove the bumper from the vehicle (or do it in place, but you're more likely to have runs that way); degrease the plastic; tape off all the exposed chrome and stuff you dont want painted; sand down (6-800 grit works) just to rough up the surface; spray a couple of coats of adhesion promoter or primer; spray a few light layers of the paint; a few layers of clear coat. Once cured, wet sand with 1500-2000 grit to smooth it out and you're done.

I would also get some 3M vinyl over it as that area is horrible for paint chips.
