Default Seatbelt issues...

I have a 98 Quad cab Ram and the drivers and front passengers retracting seat belts are stuck in the retracted position and I was hoping someone here could directed me to a solution.

Thanks

Mine are also locked. The truck had been in a moderate frontal collision before I got it. Didn't pop the air bags apparently but the dealer said it set the "lock" on the belts? And for that reason they would have to be completely replaced...at some absurd cost.

I've had the thing 4 years and still haven't pulled them apart to look. But the driver side is going to the upholsterer soon so I'll see if it's fixable then.

Mine are enclosed in the backrest of the seat. There is some slight damage to the front bumper but it looks very minimal.
