Default Spare tire removal

I have a 1998 ram 1500 club cab and I cannot lower the spare tire.
Apperantly there is some sort of anti theft fitting on the winch drive.
I have been told that it is called a wheel lock and needs a fitting that fits on to the jack extention to engage the winch drive.
I do not know if this is dodge installed or after factory.
Any help would be great.

I would tend to believe it's a dealer installed item . My truck has a pad lock on it that was dealer installed .

Thanks for answering my question,I agree it loks like a dodge installation and two tire shops have also told me it was,but my dealers shop and parts department say there is no such animal.
