that is a stupid ticket and i would defently fight it because i have seen tires that stick out wayyyyy more than that...but if it dont work out for ya just do what everyone else has stated and get a set of flares...there are many style options to choose from it just depends on what you like but either way let us here know how it turns out

Yea. I am going to take it to a CHP location and just ask them what exactly I need to fix if anything. Hopefully they will laugh at the ticket and write it off. If not then I guess I just have to put some fenders on. They are pretty pricey though cheapest I have found are $135 for front and $135 for back. But if I am going to do it then I am going to do it right and not put cheap stuff on.

Showed it a cop today and they said that it is a stupid ticket but technically I do need fenders on it. So now comes the question anyone have pictures of a 97 with fenders on it? and what looks good. The cop said if I get the fenders I don't need mud flaps.

If you bought the Bushwackers, use the rubber sealer very sparingly, they don't give you enough to make any mistake, i had to sort of stretch mine a bit before applying.
The rubber keeps the paint from getting rubbed off

you might get some blue painters tape, no sticky mess when you pull it off
then hang the flares in place temporarily & stand back & look at them

Too bad you live up on the hill, it may be a ways to a drug or hardware store, maybe your local grocery has some
