Default Limp Mode

The electronic throttle control light comes on in my 03 2500 ram, only when its -35 or more, which puts my truck in a limp mode,causing no throttle movment at all. The dealer tells me i need a appc sensor-bellcrank, or a accp sensor-bellcrank they showed me a picture of there parts list but for the live of me a cannot find where the part is located on the engine.When i plug in the obd tool it comes up code 2174 low air detected.

If anyone knows anything about this please let me know.
