Default High Idle At speed

318 five speed 2000 ram 4x4, when going down the road in any gear the rpms will climb to or fall to the neighborhood of around 1500 to 2000 and stay there. gas pat will not stop it and bogging the engine down wont stop it, it only calms down a few seconds after i come to a complete stop, then when i take off it does it again what is the problem could it be the drive by wire acting up or something .

You don't have drive by wire in your truck. My guess is that you have a vacuum leak somewhere, and/or a blown plenum pan gasket. A sluggish or stuck IAC motor could also cause this.
