I have a 2004Ram 2500 5.9 CTD.
Here's what the Owner Manual says about the Tow/Haul mode -

Overdrive can be locked out by pressing the “TOW/HAUL” button located on the selector lever. The “TOW/HAUL” light will illuminate in the instrument cluster to indicate that the switch has been activated. Pressing the switch a second time restores the Overdrive function. If the “TOW/HAUL” feature is desired, the“TOW/HAUL” button must be pressed each time the engine is started.

It doesn't say anything about modifying the shift points,
I guess they aren't changed.

Ok. So dumb question then.... I have an 04 Ram 3500 Cummings DRW 4x4 with a 4 speed auto trans. I pull about 11,000 pounds. Do I need the tow/haul on if on flat road and on for hills? On all the time (high RPMs = bad fuel economy)? I was pulling the goose neck horse trailer with 6,000 pounds on it (tow/haul on) up a steep hill at 25 Mph and the truck could not figure out if it wanted 2nd gear or 3rd gear? I let off the gas and it picked 2nd (I think) and was fine after that. So what is correct?

Tow/haul does more than y'all are giving it credit for, at least for 08 and newer 545RFE transmissions.

1) yes, it does raise the upshift points and make the shifts firmer/faster
2) yes, it does downshift to provide engine braking when you lift your foot off the gas for extended times
3) BUT: It doesn't just lock out "5th" gear. The 545RFE actually has six forward gears, numbered: 1st,2nd, 2ndPrime, 3rd, 4th 5th. In regular mode the transmission shifts through this sequence: 1->2->3->4->5. 2prime is used for kickdown when you floor it. In tow/haul mode, it shifts in this pattern: 1->2->2'->3->4, so it still goes through 5 gears but they're more closely spaced.

Tow/Haul also alters the way the torque convertor lockup clutch works to reduce stress on the clutch.
