Default Front Bumber and or Fog light adjustment

I have been noticing on other trucks with plastic painted bumpers, that the factory fog lights seem to be mounted fairly tight to the inside of the cut outs in the bumper. My truck has about a 1/2 inch gap between the lens and the inside of the bumper.

Is there a way to adjust the fog lights forward so as to be tighter against the bumper? I took a quick glance underneath at the fog lights, but did not see anything obvious.

You'd have to modify the mounting ring or make one of your own that moves it closer.

I'm wondering why it would be off so much if it takes something like that to fix it...although i am the second owner so, who knows.
