Cutouts are a way of bypassing the muffler and allowing the exhaust to exit prior to reaching the muffler by putting a dump pipe into the exhaust system with a valve at the end on the open part of the dump pipe. The best kind (IMO) are electric cutouts. They allow you to open or shut the bypass valve at the end of the dump pipe from your drivers seat. They also make manual cutouts too, but then you need to climb under and remove the cover from the dump pipe.
What I did on my truck is put a large magnaflow muffler on my truck with the cutout infront of it. That way I am able to have the deep mellow grumble of the magnaflow when I want and also am able to open the cutout and have the loudness I want when I feel like it.
