will a 315 70 17 fit with stock dodge ally rims with the leveling kit with no rubbing control arms

If your suspension is the same as mine I would guess they will rub the control arms. My stock 265/70r17 tires had less than 1 CM of clearance between the tire and control arm. I bought negative offset wheels and 295/70r17 tires and I now have about an inch and a half of clearance. Someone will probably know for sure though.

hm this is a question i would like an answer to as well lol. I am going to crank my torsions though in place of the leveling kit.. will that make any difference?

I had looked at doing that with my truck but would have neede to install spacers to keep them from rubbing, so I am purchasing new rims with the proper back spacing for the summer and put more standard size winter tires on the stock rims.
