I'm not aware of any difference in the R/T torque converter that would limit towing capacity. It has a different K-factor and a slightly higher stall torque ratio, but it is not a "lighter-duty" converter.
It seems that we often rate the towing capacity lower on "high-performance" models than on the base model, for the same platform. I'm not sure why this is the case. But for example, on the Jeep Grand Cherokee, the max trailer weight is 5000 lbs with 3.6L V6 engine, and 7200 lbs with the 5.7L Hemi (for 4x4 models). But for the SRT8 model (with 6.4L engine) the tow rating is only 3500 lbs. Go figure....
