What ive seen mostly with the locking and unlocking of the converter is some kind of electrical interference in the tps circuit. Things to try. Start your truck and unplug your lift pump with it running. It will stay running trust me. Drive it around the block and see if it goes away. If not do the same thing with the alternater. Also check all your battery connections and engine and chassis grounds for loose ar corrodid connections.

I had a similar problem with my '98 5.9 Cummins,it would shift in and out of O.D. and at lower speeds shift up and down.Turns out it was the Governor Pressure Sensor and the Governor Pressure Solenoid.They are located in the trans. next to the filter.The parts cost about $115.00,while I had the pan off I changed the filter and installed a deeper aluminum pan to aid in cooling.My truck runs great now.

I am having what I believe is the same problem. Below and around 50 with gas pedal held steady the engine will increase RPMs by about 300 but not transfer the increase in RPMs to the speed of the vehicle or shift the transmission. It will occurr over and over agin- usual at a slight upgrade until I depress the pedal a lot and cause it to shift. What is going on?

I had the same problem on my 98 24V several years ago. It was a sensor on the lower right side of the motor. I'll dig in my receipts to see what it was, but I can tell you that the dodge dealer wanted more than $200 for it and I went to a cummins power dealer and got the same part for an ISB powered generator for less than $50. Took 10 minutes to replace and never had the issue again. Let me see if I can find the part number.

Now I remember. It was the Throttle Position Sensor, not the engine sensor I was thinking of. That was the oil pressure sensor. If I recall, I didn't have to replace the TPS, there was some sort of recalibration routine that I used that fixed it. Didn't cost a cent. Let me do a search and see if I can find the process.

Ok....

Turn the ignition to run
Depress the accelerator to the floor.
Slowly release the pedal.
Repeat 2 more times (total of 3)
Turn the key to off.
Start the engine and let it idle for 5 minutes (don't touch the accelerator)
Turn the engine off.
Start it back up and test drive. If you have the same problem I had, now is when you smile really big while you realize there's nothing wrong with your tranny and you just fixed your truck for free
