Default engine noise

Got a problem. When the engine runs it sounds like the power steering fluid is low. I filled up the fluid and that didn't fix the problem. I changed out the old power steering pump with a new one and filled it back up. Same thing. What else could it possibly be? The only things that I can think of is the belt tensioner, the idler pulley, or the water pump. Any ideas on what exactly this sound could be coming from?
