Default starter shorted out

The starter shorted out on my 98 1500, 5.9 2 wd.
The main post on the starter arched so bad that it burned completely off.
I replaced the starter, no big deal. When I went to boost it with my 09 Ram the voltage at the cables from the 09 went from 14ish to 0 when connected.
I suspected that the battery may have a dead short in it. I disconnected the neg side of the battery. I connected the positive to the positive side of the battery and grounded the negative to a point in the engine compartment.
Same issue.
I have spent the last 2 days pulling fuses trying to isolate this. The only one that has any effect is the iod fuse, as to be expected.
I disconnected the alternator from the system. No change. I also pulled the connectors from the ecm with no results.
Help would be appreciated.

Default Voltage Regulator

I am going to try to change the voltage regulator and see how that goes.
Not sure what else to try.
I have checked the cables and see no issues.
I think that I should be looking for a short somewhere.
I will let you know what I find.

I found the issue. The module mounted to the top of the alternator was the problem. I went to pick n pull and paid 7 bucks. All is now good and the truck is running like a top.

Electrical problems are always fun NOT

i am lucky i guess, there is a shop 2 blocks from me
all they do is Generators, Alternators, Starters, & batteries
they even rebuild them themselves
batteries can no longer be rebuilt in California, so they are sent out to Mexico, reconditioned batteries are also sold at the shop
