If you watch the videos on the website Toyota created about this whole event they do admit that most of the trip will be accomplished by this massive machine that will move the shuttle most of the 12 miles. However as it nears the museum it will be transferred onto a specially made tow dolly that will be pulled by the Tundra.

If you watched the last video, it shows the 4 self powered units with 20 wheels each, that the shuttle is on, 4 people walk along with those units, they each have a remote joy stick, a separate one for each unit.

The Tundra will be used to move it a short way, supposedly

Originally, the plan was for Toyota to lend one of its stock Tundra trucks to tow the shuttle on its last quarter-mile (400 meters) to the science center. Instead, the pickup will be used to move Endeavour over the freeway due to its computer-driven transporters not being cleared for use on the overpass.

Stupid rules or law
i think it is more of a advertisement gimmick
