Default Turn signal problem

Hello, I have a fast flashing indicator when using the right signals. This usually means a burnt bulb. The front one was not flashing so I removed it. The bulb did not look bad. I tested the connector with a volt meter and have no power. I put everything back together and started pulling fuses one at a time at the box under the hood. The entire time I had the signal flashing and could hear the clicking. The clicking went back to normal and the bulb is flashing. The fuses that I had checked were good. Any help will be appreciated.
