Discounts are from the dealer. The discount is a deduction from the msrp/sticker price by the dealer. They reduce the dealer profit.
There are also, often, factory incentives, from the manufacturer to the dealer, to help sell more vehicles. That is why dealers advertise things like " $500 under invoice " and still are selling at a profit.
