Default radiator drain valve

On my 2000 ram 1500 5.9, just replaced the water pump, my question is the drain valve at the lower left of the radiator is a quarter turn type valve with the drain spout pointing down, the valve can be in the 6 oclock or three oclock position, which is the closed position? ( my valve is appriently plugged and does not drain) but don't want to leave in the open position and have it strand me sometime. My factory service manual, the service rep at the locale dealership, nor the radiator shop new for sure. Anyone know here? Thanks in advance
