98 cummins crank, no start, fuel to IP

Sorry if this has already been posted and talked about, i couldnt find anything even remotely close!
In short, the pickup ran fine, was parked overnight then restarted the next day, engine died after a few minutes and was never able to restart.
There is fuel to the injector pump but not at the injectors. my question is:
is there a switch that turns on the IP and if so how is it controlled.
this will do for starters.

There is a fuel shutdown relay that operates the fuel shut down solenoid. If you're fairly certain this is where you need to start, check fuse 9 in the interior fuse panel (which should be hot in the run position), fuses 3 & 9 in the power distribution center under the hood (which should be hot at all times) and verify they're intact and have power across both sides. If all this checks out, try swapping the fuel shutdown relay and fuel pump relay out with other ones in the panel - say a horn or A/C relay.
