Start by removing everything......... itll make it much easier to re-install the right way.
Now youll want to wire the ballast straight to the battery, just to insure the items work.
So take the power and ground from the ballast, and go right to the battery.
You can go ahead and use an extra set of wires with "small" female speaker terminals.
That should plug into the ballast while you test it.
Other wires go right into the bulb.
Be sure not to just lay the bulb down.
The bulb must stay clean.
Use 91% rubbing alcohol to clean the bulb.
Heres a quik little pic of how it should go......

Once plugged in, the bulb sould fire up.
If not, try the other bulb.
If it still does not fire up, try the first bulb, with the other ballast.
If it works, the first ballast is bad.

Once youve confimed it all works and your ready to proceed to re-install, youll need to either build or purchase a relay harness.
No matter what anyone tells you, I highly recommend you do not install these without a relay harness.
Youll hear alot of people tell you how "theirs" works with no problems and they dont dont have a harness, but trust me, theydont understand the risk of not using one, and they probably dont understand why you should use one in the first place.

Once you have the harness, 2 working ballasts and bulbs, your ready to go.
All connections are pretty straight forward when using a harness.
Heres a quik diagram of the connections, if you wish to make your own....
