Default Power Steering

I have a 2000 Ram 3500 Cummins, I had the power steering pump go out, so I replaced it, did a seal kit in the vacuum pump and changed the fluid in the PS.
I now have limited power steering and a howl in the steering and when I apply the brakes. Any suggestions??? could I have gotten a defective pump? have something hooked up backwards? air in the lines? I have done limited driving with it since the work and nothing has changed.

Don't know if you got this fixed since you posted in May, but there is a coupler inside the vacuum pump. It is a round metal disc with a cross cut out of it. The vacuum pump gear powers the power steering pump through the coupler. They both have notches that line up perpendicular (cross) in the coupler. The notches can break at either end.
