Default Spots on the Instrument Panel Cover?

My 2010 has spots all over the clear plastic cover for the instrument panel. It looked like it was dirty at first, or over-spray from a cleaning product, but it just won't come off. I tried glass cleaner, then a de-greaser and finally Goo Gone but no luck. I thought the Goo Gone worked at first, as it was crystal clear, but once it dried it all came back. I am sure it is on the outside of the cover from the Goo Gone but I don't know what else to try without risking further damage.

Maybe one of the headlight restoring products? A very mild buffing compound? Any suggestions would be great. Its very hard to get a picture of it because of glare and this is the best that I could get. The left side of the cluster looks opaque at a distance, but up close it is a bunch of small spots.

I would take it out and look at it with it out of the vehicle. Mine had slight dust from the trip button so i took it out and cleaned it out. Good luck
