Default power humm sound at low or zero volume

I have been driving myself crazy trying to figure out this humm sound. I thought it was from PAC converter Im using.
I checked the RCA cables tonight, and the front cables are the culprit. They are brand new Street Wires Zero Noise series cables. What I dont understand is how I have this issue with brand new cable. (heres a link to them, http://www.crutchfield.com/p_211ZN52...er-reviews-tab )
Now I need to get a new set of patch cables, I have RF cable running to Sub amp.
Anyone suggest a good inexpensive 11 ft Patch cable?

I was thinking, this could still be PAC. I will try to swap out cable tomorrow with front to rear lines, and see if it is the Front channel on the PAC or if it is the RCA Cable.
Anyone ever had problem with PAC AOEM-CHR3? I thought it would be reliable, I noticed originally that I heard even worse buzzing coming when I had rear channel split at PAC with y-cable, splitting rear channel to rear channels of 4channel amp, and sub amp. I removed the y-cable, and ran line to sub amp, then ran patch from sub amp line out to rear channel of 4 channel amp.
Im using RF Punch P400-4 and RF Punch P500-2.

humm sound is on when truck is running or when truck is off but power turned on to acc. Humm sound also present when radio is turned off or on, only stop hearing humm when volume is past 6 or 7.
RCA is run down center of truck, and power and ground run down left side and 1 ground is on right side. I do run 1 power cable left to right under the carpet where the amps are installed under the front seats. This 1 power line does not run with RCA cables.

Make sure your power wire is also not run near your speaker wires and well insulated from all metal
