Default 09 Paint Troubles

So I am hoping any of you may be able to help me. I have noticed that on the hood of my truck that there is a discoloration in the paint. If I am facing the truck looking at the front of it. It is on the left side of the hood. Not only is it on my truck but my wife's 08 Dodge Ram 1500 as well. I am not very knowledgeable when it comes to paint, but if I was to take an educated guess, it looks like the clear coat is coming off. The discoloration I am talking about looks like a rainbow color like oil has been thrown on my truck as well as my wife's truck. It is a rainbow color like oil on a roadway after it has been raining. I find it odd that it is in the exact same place on both of our trucks. It is kind of disheartening. We both use the same cleaning products on our trucks and I don't know if the kind of cleaning products we are using could be the cause of it or not. We mainly use Meguiars and Ice Cleaning Products. I have tried buffing it out on both trucks and it just is not coming out. I have an eery feeling that I am going to have to end up having both of the hoods on our trucks repainted or something. Has anyone else had this problem? If so or if not any help, hints, or comments would be greatly appreciated. Feel free to private message me.
