It was just the way I was taught from my Dad. He was a Chevrolet mechanic for 35 years. I doubt it would cause any harm to not fill it prior, just the way it was passed on to me as a youngen. I also stick my finger in the new oil and spread a little on the rubber O ring. Not sure it if's needed or not, just the way Pa did it and now I do it the same.

I've seen people fill the filters before putting them on and I've seen people put the filter on dry. Personally I do not fill the filter first. It can be a hassle and it can be messy, every shop I've ever worked at i've never seen anyone fill the filter. The truth is unless you let your engine drain for two day straight there is always going to be some oil in the valve train so the 2-3 seconds that it takes your engine to fill the filter will never hurt it.
But it is a free country and people can do what they like. I say let them fill their filters, this isn't communist china is it? lol
