Default rocker panel plugs?

Been scaling, grinding, and prepping the undercarriage for more northeast winters. Doing the undercarriage with por-15 and I flushed the insides of the rockers out and will coat the inside with eastwood internal frame coating. Think this should provide adequate protection, but I noticed there was tape over the slots in the rocker panels. Was this from the factory or did someone do this? Also, are plugs available for these? Thanks.

Mine has the tape as well but is staring to peel off. I was also wondering what all is need to prevent rust from starting.
