Default You guys have any ideas???

First a little back story.
I bought the truck used almost two years ago. When I bought it, it had one of those drop in liners which I hate. The previous owned was some kind of contractor. There was this stuff that was spilled on the liner and it dried. Looks like it was some kind of loose adhesive. The dealer hit it with a pressure washer and couldn't get it off.
Now the rest.
I had an appointment to get my bed Linexd this morning. Got up at 0530 out of the house by 0630 drove an hour and forty five minutes to CT. While going over things it comes up about the stuff. We go out and look at the bed and we look under the drop in and that crap was underneath too. The guy makes a face and says they don't have anything to get that stuff off. Would you like to reschedule? He feels bad and apologizes and we agree that I will go back next Friday and he will have the stuff he needs to try and get that stuff off. In the mean time I want to try and get at least some of it off. He says they will waive the drop in disposal fee and shave $50 off the cost. To add insult to injury, I get home and the Fedex guy is pulling away. Stacked in front of my front door is my new Bakflip F1 which I planned on installing when I got home. Now I have to look at it for a week before I can put it on.
So the question is...
Does anyone have any idea what it could be? Or what to try to get it off without hurting the paint. Reason is I also have an LED tail light strip that I want to put on but that stuff is on the paint where it goes and I have to clean it off first.

it looks kinda like an adhesive of some sort from the pics...or two part foam (like the foam insulation spray).

to me it definitely looks like foam adhesive... IMO

I soaked the entire painted area with 3M adhesive remover several times and rubbed it with a soft cloth. The small spot on the tailgate at the bottom center of the pic is almost gone. So it seems it will come off but it's gonna take several more cans and a lot of elbow grease.

I'd take it to a builder supply store and see if they could identify it and possibly point you in the right direction in getting it off of your truck

Once you get some of it to lift off with the adhesive remover, try a pressure washer to see if you can't work some water under it and lift it off.

If it's foam then acetone may eat right through it. Try it on the liner. Not sure I'd use it on the paint.

And sell the liner on CL for $50. Mine sold in a couple days...

good call on the acetone, but also be careful it doesnt melt the liner and cause double trouble..

You might be able to try a lacquer thinner or remover. I used some on my truck to get rid of a bunch of adhesive and with a little elbow grease it came off nicely with no damage to the paint.
