Default 1998 Dodge Ram 1500 Headlight Question

I'm planning on putting some new headlights on my truck cause the ones I have on are very dim and the headlight restoration kits I tried didn't work for me. I've been looking into ordering headlights online and the headlight years go from 1994-1998 or 1999-2001. My dilemma is that on the door jam of my truck it says it was manufactured in 1998, but it seems typically people refer to their vehicle as one year newer than the manufacture date. For example if the manufacture date says 03/23/2002, it will be referred to as an '03. So my question is: is my truck a '98 or a '99? And should I order '94-'98 or '99-'01 headlights? Also, does anybody know of any real cheap aftermarket headlights that work well?

The usual split is july/august, if it's built in july or earlier it's that year. If it's august or later it's the next year.
