Well, connecting to the rockers would be okay if the load was spread out over more vertical area. The current mounting system has the each step attached with only two bolts close to the top of the arms so the tendency is to pull or rotate the bolts out and up (the sheet metal bulged out below the bolts).

Two attachment points per arm (total of four for each step), spread out over say, 8-10 inches vertically would likely solve this issue.

If you get the longer ones that go wheel to wheel you get six mounting points. Mine barely flex with both my wife and I standing on the same step (375lbs combined)

These new steps on the 2013s do use the same mounting locations and hardware as the 09-12s.

Mine actually attach there and to the body mount bolts, they don't move at all. and there are plates they screw into behind the body wall. Very solid setup.

So is there really a problem for these side steps? I ordered the new wheel-to-wheel side steps for my 2013 regular cab, but now I'm not sure if it's a good idea... don't want to damage the sheet metal if that's the case.

So the guys that are having this problem are talking about aftermarket steps that they've likely installed themselves either without enough hardware or incorrectly... sounds like this problem isn't related to the factory steps.

Mine were the MOPAR stirrup steps, installed by following the directions to a T - right down to precise torque settings.

Wrong. My steps are the Mopar steps that come with the chrome package on the 2010 Rams. They are junk. Avoid them or expect issues.

My Dealer fixed mine under warranty when one of the broke free while someone was entering my truck. Instead of doing the OEM Rivnuts they welded in nutcerts. They said the problem is that alot of time the rivnuts are not collapsed enough.
