Smile Front Driverside Spring Question

I have a 1998 Dodge ram sport, the spring on the driverside sits on top of a plate that holds it in place, well this plate is rusting away and the axle itself is doign great, as the passenger side plate is completely intact.

is there a way that I can fix this by removing the old plate and welding in a new plate or is there somewhere I can purchase this plate with a hole in it of course for the shock to fit thru and then mount it to the vehicle?

Or am i out of luck and must i get a used axle?

Please help, any and all advice would be appreciated.
