Default Plugs Hanging? Bare wire? No Headlights?Turns?

I just got this '91 D150 and noticed some spaghetti on the left fender. Looks like someone replaced some fusable links with actual fuses. Also noticed:
1. L-shaped plug, 6 wires, 2 blue, brown, red, and black/white. Nothing plugged into it.
2. Oval shaped plug, 4 wires, Black/red, Blue/red, Green/red, and Tan/red. Nothing plugged into it, just long enough to go to the air inlet tube.
3. Larger gauge brown wire, stripped bare, just hanging there.
4. I have no turn signals, either side, but the 4-ways work. Also when I switch on the brights, the headlights go out. Multi-function switch?
I looked, and it looks like all the relays are plugged in (there are 3) on the left fender.

I dug into the truck today. It looks as though the oval plug hasn't been used in a long time as there's dirt and gunk in the terminals.
The L shaped plug almost looks like a relay may go to it. It's in the same area as the other relays. With the key off, no power to any of the terminals. Key on, one terminal has 5.1 volts, another has 11.9 volts. Any clues to what it is?
The dark brown wire has no power, key on or off. Maybe a ground? I capped it off.
I worked the bright switch and got the brights to come on a few times, but it still needs replaced. I cannot get the turn signals to work. I replaced the flasher, no change. Is there a relay somewhere? Fuse is good.

No responses? Maybe not a lot of 1st gen Ram owners?
Could the L-shaped plug be a OBD access plug? Did the 1st gens have a MAF or inlet temp sensor in the air inlet tubing?
